CBSE Third Language Rule 2026 क्या है?

CBSE Third Language Rule 2026 में Class 9 के language combination, assessment और promotion से जुड़े नियम समझना जरूरी है।

CBSE ने National Education Policy 2020 और National Curriculum Framework for School Education 2023 के अनुरूप secondary stage में multilingual learning लागू करने के लिए नया language framework जारी किया है। इसके अनुसार Class 9 में तीन अलग भाषाएँ—R1, R2 और R3—पढ़ी जाएँगी। इनमें से कम-से-कम दो Bhartiya Bhashas यानी भारतीय भाषाएँ होनी चाहिए।

यह व्यवस्था 1 जुलाई 2026 से Class 9 के लिए लागू की गई। बाद में confusion दूर करने के लिए CBSE ने batch-wise relaxation, language combinations, assessment, promotion और exemptions पर विस्तृत clarification जारी किया।

R1, R2 और R3 का मतलब क्या है?

CBSE Third Language Rule 2026 को समझने के लिए R1, R2 और R3 की भूमिका तथा subject mapping पहले स्पष्ट करें।

R1 पहली language, R2 दूसरी language और R3 तीसरी language है। एक ही भाषा दो levels पर नहीं चुनी जा सकती। तीनों languages अलग होंगी और total combination में कम-से-कम दो भारतीय भाषाएँ होनी चाहिए।

English, French, German, Arabic और Spanish को CBSE clarification में non-native languages के examples के रूप में दिखाया गया है। Hindi, Sanskrit, Tamil, Telugu, Kannada, Malayalam, Marathi, Bengali, Punjabi, Gujarati, Odia और Assamese आदि Bhartiya Bhashas के examples हैं। यह example list है; आपके school में हर भाषा उपलब्ध होगी, ऐसा मानना सही नहीं है।

कौन-सा Subject Combination सही रहेगा?

CBSE Third Language Rule 2026 के तहत combination चुनते समय आगे की पढ़ाई, school availability और student proficiency देखें।

Class 9 में तीसरी भाषा कैसे चुनें?

CBSE Third Language Rule 2026 के अनुसार final choice submit करने से पहले school circular और available teachers की जानकारी लें।

  1. Class 8 का language record देखें: पिछले वर्ष आपने कौन-सी तीन languages पढ़ीं, report card और school records से confirm करें। CBSE clarification current Class 9 batch को सामान्यतः वही combination जारी रखने को कहता है।
  2. दो भारतीय भाषाओं की condition check करें: आपके combination में केवल एक भारतीय भाषा है तो R3 में दूसरी भारतीय भाषा चाहिए।
  3. School की official option list लें: WhatsApp message पर निर्भर न रहें। Principal/academic office से लिखित list, subject code और assessment level पूछें।
  4. Teacher और learning resource पूछें: School में qualified/supporting teacher, weekly periods और NCERT/SCERT resource उपलब्ध होना जरूरी है।
  5. Assessment pattern समझें: R3 केवल बोलना नहीं है। Listening, speaking, creative writing, reading, writing और project सभी शामिल हैं।
  6. Written confirmation रखें: Final option form, acknowledgement या portal screenshot सुरक्षित रखें, खासकर transfer/migration case में।

R3 Assessment Pattern: कुल 100 Marks

CBSE Third Language Rule 2026 में R3 assessment का format school और applicable CBSE instructions के अनुसार समझें।

2 जुलाई 2026 के CBSE R3 Language Assessment Framework के अनुसार Class 9 R3 का assessment school करेगा। Curriculum oral-first pedagogy पर आधारित है—पहले listening और speaking, फिर reading और writing skills।

Listening-speaking activities पूरे academic year में हो सकती हैं। इसलिए केवल annual exam से पहले पढ़कर R3 पूरा करने की strategy कमजोर रहेगी। Regular participation, vocabulary practice, छोटे dialogues और project work पर ध्यान देना बेहतर है।

R3 में Fail होने पर क्या होगा?

CBSE Third Language Rule 2026 के passing और promotion consequences को viral posts की बजाय official clarification से जाँचें।

Class 9 promotion: Current Class 9 student 2026–27 में R3 school assessment qualify न कर पाए तो उसे Class 10 session 2027–28 में promote किया जाएगा। लेकिन Class 10 में रहते हुए Class 9 का pending R3 assessment clear करना होगा।

Class 10 में भी R3 qualify न होने पर संबंधित school result declaration से पहले reassessment करेगा। CBSE clarification के अनुसार Secondary School Examination Pass Certificate पाने के लिए R3 school-based assessment clear करना जरूरी है।

इसे तीन अलग बातों में समझें:

  • Class 9 में R3 न clear करने से automatic detention नहीं बताया गया है।
  • Pending R3 assessment Class 10 में clear करना होगा।
  • R3 का अलग Board paper न होने के बावजूद pass certificate के लिए school assessment qualify करना जरूरी है।

Passing marks: उपलब्ध framework total marks और components देता है, लेकिन article लिखे जाने की तारीख तक reviewed official documents में universal passing percentage स्पष्ट रूप से नहीं मिला। School से written qualifying criteria पूछें; अनुमान से “33 marks” न मानें।

Exemptions, Transfer और Migration Rules

CBSE Third Language Rule 2026 में transfer, migration या exemption का निर्णय individual case और valid documents पर निर्भर हो सकता है।

1. Children with Special Needs (CwSN)

CBSE clarification में RPwD Act, 2016 के अनुसार compulsory third-language requirement में relaxation/exemption दिया गया है। यह automatic blanket exemption मानकर subject छोड़ना सही नहीं है; school से applicable documentation और approval process confirm करें।

2. CBSE Schools Outside India

भारत के बाहर स्थित CBSE schools को native Indian language को R3 के रूप में लेने की requirement से full exemption दिया गया है। School-specific scheme फिर भी लागू हो सकती है।

3. Foreign Students Returning to India

विदेश से भारत लौटने वाले foreign students को native Indian language को R3 के रूप में पढ़ने से exemption दिया गया है। Eligibility और evidence school से verify होगा।

4. Parents का दूसरे राज्य में Transfer

Parent/guardian के दूसरे state में migrate करने पर student Middle Stage में चुना existing R3 combination Class 9 में जारी रख सकता है। CBSE के अनुसार admitting school को student के विकल्प के लिए adequate resources उपलब्ध कराने चाहिए। TC, report card और previous language record साथ रखें।

School में R3 Teacher या Book नहीं है तो क्या करें?

CBSE Third Language Rule 2026 लागू होने पर resources की कमी हो तो parent को लिखित रूप में school से समाधान माँगना चाहिए।

  1. Principal को लिखित application देकर offered R3 languages, teacher और timetable माँगें।
  2. पूछें कि school ने OASIS portal/Regional Office में कौन-से R3 options दर्ज किए हैं।
  3. NCERT की official website पर “R3 Language Learning Resources” section देखें।
  4. Scheduled languages से बाहर की भाषा में CBSE clarification के अनुसार age-appropriate SCERT/state material इस्तेमाल किया जा सकता है।
  5. केवल oral assurance न लें; email/application acknowledgement सुरक्षित रखें।
  6. समाधान न मिलने पर school के माध्यम से CBSE Regional Office से written clarification माँगें।

Supreme Court में Latest स्थिति क्या है?

CBSE Third Language Rule 2026 से जुड़ी legal update पढ़ते समय order date, case status और official source अवश्य देखें।

24 अगस्त 2026 तक: Supreme Court ने policy के उद्देश्य को रद्द घोषित नहीं किया है, लेकिन implementation, student pressure, teacher availability और rollout की starting class को लेकर चिंता व्यक्त की है। उपलब्ध reporting के अनुसार Centre को निर्देश लेने को कहा गया और आगे hearing निर्धारित हुई। इसलिए फिलहाल school को official CBSE circular follow करना चाहिए, लेकिन नया order/clarification आते ही article update होना चाहिए।

21 अगस्त 2026 की court-proceeding report में teacher resources और बच्चों पर अतिरिक्त दबाव संबंधी observations बताए गए हैं। इसे CBSE circular का replacement नहीं, ongoing legal update समझें।

Parent और Student अभी क्या करें?

CBSE Third Language Rule 2026 के लिए जल्दबाजी में language चुनने की बजाय documents और school instructions सुरक्षित रखें।
